I'm looking to purchase a small Dedicated or VPS (Dedicated preferred since the application probably abuse CPU - Under development) with following specifications. Low ping to Sri Lanka is what I'm looking for. (under 100ms)
CPU - Xeon (Quad core preferred)
RAM - 8GB or higher
Storage - SATA/SSD 120GB or higher
Connectivity - 100Mbps or higher (100GB bandwidth will be more than enough)
IP's - 6 (3VPS's with publicly accessible websites)
All applications are written by my self. No DMCA or phishing or anything similar involved. Daily email send out will be around 50-100 (Notifications from the application)
Pricing - $10-$35/mo (Private project)
IP justification will be provided. SWIP would be nice to have.

I do not think there are that many peers to Sri Lanka, chances believed to be slim. good luck

Try India - Leapswitch (http://lg-pune.prometeus.net/ - the same DC) or something in Chennai (looking glass http://www.hostvirtual.com/lg/ping/vps-hosting-india/) - note that vr.org (HostVirtual) is far from LE* range
Seems like Prometeus has a good ping (Around 40ms-50ms) but vr Ping is around 70ms

You won't get a dedicated server for that price in India. Vps is also difficult. You will need to increase your budget to atleast $100-120 for dedicated, and 50-70 for openvz / Kvm vps
