Check out the latest LEB provider polls. They're all decent and should have $5 plans
I would recommend Ramnode though, and Vultr for more locations.

oneprovider has various locations for $5 (tho the $7 one is a much better buy)
i'm on their spain (valencia), denmark (copenhagen), norway (oslo), south africa (johannesburg) , and mexico (mexico city) locations right now. think those are all still available except mexico. performance is great on all of them, with the exception of south africa being some bit slow, though it looks like it's resold off of Hetzner
