That's a really tall order. $30 for 32 GB RAM? Maybe if you needed less RAM or raised your budget.
Don't think its going to work out with that budget.

In seriousness, yes we could meet that budget on certain systems but would need to be creative.
You've cut out the only two providers that I can think of who would probably have what you want.
