The Xeon D is better in performance if using all cores now with single core usage the E3 is slightly better. Although the E3's value is a lot higher than the D they go neck in neck when it comes to $$$$.

Completely depends on what you're planning to do with it. I own a couple E3 boxes and love them.
I don't personally see the point of the D-1520 though if you're only going with 32GB ram (both the E3 & 1520 are 4c/8t, but 1520 has a lower clock speed).
I just want to run some VMs, either LXC or KVM in it. Not sure how good this hardware play with virtualization.
It should be pretty good. I think the E3's is better for single threaded applications (like game servers) and the D-1520 is better for multi-threaded/processes stuff (like VMs).
Both will be fine for virtualization, but I'd probably go for an E3 with 32GB ram (if part of your reason for moving was the ram upgrade). The SYS line is good at ~$60 for an E3-1245v2 w/ 32GB ram http://www.soyoustart.com/ca/en/essential-servers/

E3-1230v2 would be a better option, the D-1520 offers a few new features to be worthwhile to consider moving.
How about an e3v3 against the d cpu if we are talking about executing like 15 times at the same time under Ubuntu an app using mono which ain't multithreaded?
OP is currently with Dacentec and looking at OVH - I assume they want it in North America. But yeah, there are plenty of places to get a good E3 box at a reasonable price.
Yeah, currently I am with Dacentec and I can't say anything wrong about them. They have been amazing. Just wanted to lower the bill a little. Currently I am paying $70usd.

For $70? I would expect some decent SSDs at that price! That was the question what is jacking up that price?
Base server costs $65 usd. And +5 usd for unmetered 100mbps.
What is the base system?
I like the server a lot, and their service is very good. Just looking for alternatives or cheaper options. If not, I will keep it.
Are you using all that storage? What do you use the server for?
