  What does that mean exactly? I understand the idea of burstable billing, but how does it apply with those two different speeds? How much data transfer is included in the cost? They say that "data overages" are billed at $0.02/GB - how does that apply here?

  That's if you go over 100mbit for more than 5% of sample windows. Presumably, you pay that rate for all of the "extra data" in the sample windows that still exceed 100mbit after throwing out the top 5%.
