Are you using proxy? Or maybe you are blacklisted at maxmind.
It will deny you if your trying to pay using a proxy or your trying to pay from a location that is not geographically near your actual location, or it could be that the host has the maxmind security setting set to high, that's if they are using maxmind.
Can a mod please move this to any place but "Reviews"?
