@rm_ it does appear to be blocked / filtered at some point between those two networks - any idea why? If it's causing an issue do contact us directly and we can investigate.
@dediserve my guess is that one of your upstreams is down or not configured correctly. Maybe the connection towards the HKIX. And this is also most likely the cause of what @Fusl is seeing in http://www.lowendtalk.com/discussion/comment/1305743/#Comment_1305743
