I'm looking for a yearly VPS in the EU
I want to host a website on it (Going to use the LEB Script)
Minimum traffic 200GB
Looking for XEN or the new CentOS 6 OpenVZ
Price max $16 a year

A little late now, if you wanted it a few months ago the QualityServers Xen Blowout one's would've been it.
In all seriousness, $16/year wont get you anywhere with regards to a decent European based VPS.

I just bought a $16/year VPS (10 pounds) from QualityServers. Be sure to turn off the cPanel option to get the lowest price:

Located on Burst servers in Manchester, UK. 128MB RAM, two cores, 200GB bandwidth if I remember correctly. It's apparently CentOS 6 with the virtual swap turned off because of stability issues. Burst memory is supposedly available even though htop does not report it. I'm only using about 60MB, so I don't care. It was not set up at 24 hours, but I got it right after I submitted a ticket. The node almost immediately crashed (not my bad, I swear!). QS was quick to report and fix.

Nope, only got the 12 euro from UptimeVPS (2nd PayPal claim and got the money back)
