If you really care about a juicy CPU, you should ask the providers what CPU they use and look up the benchmark score on cpubenchmark.net to get an idea of the actual power.
4 cores of a CPU with 8 threads and 10k score are not the same as 4 cores of a CPU with 32 threads and 10k score...

Ok, I should have typed 4 vCores instead of 4 Cores. I understand that if it is a VPS, CPU are virtualized and shared among VPS. The performance of the vCores are dependant on the type of processors i.e. Xeon, i7, AMD,etc which are benchmarked on the website you mentioned.

you are correct. they are not cores. most of the time providers oversell and also some seem to think H/T means a core.
