What happened to ipdeny.com?
I didn't see that one coming: the owner of ipdeny.com didn't renew the domain and the registrar took hold of it. I've been using their country based network lists for years 
Anyway, it looks like here's an alternative:
http://ipverse.net/ipblocks/data/countries/
Any other alternatives which work with a simple wget call?

ipv4 churns constantly because of the pool exhaustion, you need a list that updates as frequently as possible
Maybe try the free ip2location lists http://lite.ip2location.com/ or if you can justify their paid $50/year list, it is more accurate http://www.ip2location.com/databases/db1-ip-country
