Windows Licenses for dedicated Server
Hello,
Does anyone know where I can purchase Windows License Keys in mass? I'm not interested in the SPLA program, just looking for something simple that I can rent a Windows License key.

The only legit way you can rent a Windows license is via SPLA.

This is correct - SPLA is the correct/legal way to do this.
I never understood how SPLA works honestly which is why I am looking for a quick solution.
In short, you sign up with a provider who rents you Windows license to use on the servers you rent from them.
All under the SPLA agreement.
The licenses are only valid within that network. Somewhat like whmcs internal licenses.

As others have said, Microsoft SPLA is the legal and correct way to do what you are looking to do. Please read all terms of the licensing you plan to use as the method you are using it in may violate these terms. Most likely you will go with an SPLA partner. Once setup and agreements signed you will be given your microsoft volume license center access with your media and keys. You will report your usage monthly to your SPLA partner and be invoiced monthly on your usage.
