Did you check /usr/local/openvpn_as/init.log like it tells you to? It's probably just something simple.
Uh, you tried to RUN that file? It's not an executable, it's a log file. Use less or nano to read it.

You're trying to install the paid version of OpenVPN, not the community version.

Again, what I'm saying is that you're using the Access Server, which is OpenVPN's "Enterprise level" VPN Servers which requires a PAID SUBSCRIPTION.

I'm not sure if that 32mb VPS would be enough for an access server setup. You may instead try to setup VPN using some other tutorial like http://library.linode.com/networking/openvpn
By the way, IPXCore have auto installer for OpenVPN (if you are looking for something like that)

OpenVPN Access Server can be used freely AFAIK but limited to 2 users that online at the same time.
I have installed OpenVPN-AS on my debian, and indeed it needs RAM around 50 MB.
This will work without an issue.
