Openstack Kilo module for Blesta

Hello,
I need help writing a registration module for Blesta to integrate with Openstack. very basic functionality:
- create account
- boot VM
- stop VM
- pause VM
- delete VM
- celiometer usaga states
It has to be open sources and I am willing to pay for it. $200 budget. But it will depend on experience and what will be implemented and how soon. PM me.
