Last I checked, they only offered me /128s. Maybe this has changed with FlexCloud...
RunAbove is the cheapest I've used. Starting using them 5 months ago, not bad for the price.

not quite sure about ipv6
Are you insist to KVM? If not, we can provide something what you need, based on Xen.
OnAPP not allow full ipv6 network assignement, we need to add single ipv6 address, but customer can ask more without any fees.
(/128 full range is difficult to assign as we need to assign manually, so we can help only customer that ask for a reasonable number).
I hope they will integrate ipv6 management better in next releases
