Can anyone recommend something like that (not buyvm, already use them, works but i need an alternative for standby)? EU best case but CA/US East works as well. OVH would be fine. DDoS protection is a plus. Non US based company is another plus. IPv6 would be another plus, unlikely but eh one can still dream....
Willing to pay yearly. Must be a reputable host and accept CC directly (no PayPal) or let me pay using PayPal on another name. No mail/DNS required/used.

Panel preference would be cPanel but i can work with others as well, must support SNI for SSL though. Dedicated IP is required even if the host supports SNI on a shared IP, i provide my own WoSign cert.

Grow big plan will work. Free SSL cert, domain etc. All I can say that is speed is awesome. Their servers are optimized to load website faster.

Crocweb/stablehost? With a budget like that there's no reason to settle for a LE provider.
was thinking about crocweb and hawkhost. i recall crocweb offer dedicated ip on their shared host(canadian company and canada server). hawkhost used to charge 3 dollar a month for ip, not sure if they change since 2010 when i used them.
Both imo are very decent shared host company that I used.
I can offer you a vps on my canada ovh node or france ovh node or atlanta nodes with a discounted webuzo license(as I am a softaculous noc I can get it discounted)
