Nope, they have quite a lot of cPanel licenses and as such receive a bulk licensing deal from a respectable cPanel reseller.

Yeah its a pretty steep discount, NOC pricing states $11 is as low as it can get, which really isn't that hard to achieve. However anything beyond that requires very large volume, many thousands in fact. Just keep on keepin' on and perhaps one day

The promotion was over a while ago and you have to buy a VPS plan (either Enterprise or Professional) with them to take the offer, and the liscense can only be used on their VPS as well.

ChicagoVPS sells the VPS space. We don't brand cPanel. Our control panel isn't either (at this point). The only thing that ties us back to you is our ARIN ORG/POC/ABUSE and our rDNS entries.
