Frantech is based in Canada, not US, isn't it? If so BuyShared Luxembourg might do the trick... Canadian company with server in .LU...
(Well, whois on their IP space gives an address in the US though, but I don't know if they are incorporated there or if it's just an address for ARIN - Anyone? @Francisco - is Frantech still a canadian based company?)
Company wise, yes - Server wise, no.
No idea about that Wyoming address in the IPs/AS, but it seems domains still list some address in Victoria, (BC?) CA.
