    It's not improbable @MeanServers can offer you custom 2GB RAM Windows VPS in Denver. If 1GB is OK, check their regular LET offers out.

    The same goes for @jamaica Vstoike KVM offers in Saint-Petersburg, Russia. Custom Windows ISO and BYOL are supported.
