Hello,
This is on an OpenVZ server. I create a VPS (via the panel, or manually), and this happens:
C:\Users\Dominic>ping ipofVPS
Pinging with 32 bytes of data:
Reply from ipofHostNode: Destination host unreachable.
Reply from ipofHostNode: Destination host unreachable.
Reply from ipofHostNode: Destination host unreachable.
Reply from ipofHostNode: Destination host unreachable.
Ping statistics for ipofVPS:
Packets: Sent = 4, Received = 4, Lost = 0 (0% loss),
Any idea where the problem lies here?

Try flushing your iptables rule.
