Have you tried hubic? If you want something bittorrent powered, get a $13 a year ramnode with 80gb disk and install bittorrent sync, or seafile/owncloud for non bittorrent.
You can generate public sharing links with hubic and seafile self hosted.

I was really lazy then and I've used to download torrents for my Linux VPS and move them to www folder. Then download them using my browser interface.

I have no issue with speed at all. Downloads are available within minutes. For HD streaming a paid account is required. If you d/l .mp4 videos they are ready to stream in HD right away, however, other formats are converted to .mp4 so that can take some time (usually less than 1 hour) until they are ready in HD format.
