Learn by doing.

Come up with a project and work on it. If you have passion driving you then you can achieve anything.

You can't learn PHP. The language is so broken, you can only experience it.

If you don't need to learn PHP, and just want to do web stuff, Python is in my understanding a pretty good language and easy to learn. I have no experience with Python and I do everything with PHP, but I've been considering to start learning it so maybe I could replace PHP with it someday.
Small suggestion, try ruby also. worth learning
