  They dont offer whmcs currently under rocketvps. Cpanel yes 8.50, and if you have any of their FORLIFE offers it applies to cpanel as well. I checked their forum for any hints and this is what i found.

  At this time we don't have plans to offer WHMCS. If they make managing licenses better it could be considered but not in it's current state.

  As I stated earlier, I have already asked licensepal and they price matched to licensecube.com
