Why don't you use Cloudflare? I'm sure they still perform quite well.
Unless you are a victim of angry people trying to bring you down, I understand. Most other free CDN providers will do the same though - getting you off their service.

I can offer CDN on OnApp's network. It's not going to be anything quite like Cloudflare though as I don't think CF-in-a-box exists at the moment...

You may want to consider Incapsula as an alternative to CloudFlare. In terms of performance they're equal, at least measured by my own site. There's a 50GB/monthly bandwidth limitation on the free Incapsula account, but that should be more than enough for most websites.
