You will want to be where the ping is the lowest generally
Since you're in the Middle East, Luxembourg would give you the best speed.

Do you allow upgrades from shared to reseller ( like retain ip, hosting accounts and probably pay the differential? )
I think we'd be able to just provision you a reseller, assign the shared account under the reseller, and change the dedicated IP into a 'shared' IP address. I'm pretty sure cPanel would support this w/o catching on fire.
