Don't think Amazon considers Cloud Drive an AWS service - so I would assume the same billing for out-of-network traffic. I can't think of why they would differentiate it.
Why not ask the support of ec2?
Amazon EC2 or S3 data transfer out is just under $8.00 per 100 GB per month. Amazon EC2 calculator is a great tool that I have used for a few years now for calculating all their service costs.
