No, there is more than enough BW just that ONO and other large companies hold a monopoly vertically up (from DSL to carrier links) and that Madrid/similar due to climate and location is not very useful either for Spain or EU (France makes much more sense).
Edge case to use ES is Spain, Spanish islands (the cables end in mainland Spain/Portugal so you save some ms from London/Frankfurt to eg. Teneriffe) and Portugal (changes now, they are more switching to EU backhaul as well instead of picking up in eg. Madrid).
