No. Linux containers do have their own uptime, just like openvz (I have many containers in other servers with proxmox and each one do have its own uptime, different than server's.
In this case, I do receive always 0, and in webmin installed, the field "system uptime" is blank (not shown 0)

So maybe on this server you are using an older version of Proxmox? See: https://bugzilla.proxmox.com/show_bug.cgi?id=846 ?
