It depends. Do you own the IPs, are you using a web host and what type of hosting are you using?

Depending on the web host and the type of service you are on. You should have access in your customer control panel to make the change yourself. If you don't. All you have to do is open a support ticket and ask your host to update it for you.

So for you question, @robohost did a great help for you. However if you're going to start your own hosting business, you should hire someone knowing these basic stuff, and manage like a boss.
Most provider in renting you a dedi, they provide rDNS record creation free or certain charges. So ask directly to your provider and starting tagging/categorizing your threads into "Help" instead of "General".
