Seeking multiple cheap yearly VPS in specific regions

Hi everyone, I'm testing out a new project and I'm seeking some cheap yearly VPS (if its even possible) in specific "regions" to run tests. If it's not possible, let me know but try not to be mean about it, I fully understand the popular expression "cheap things are not always good and good things are not always cheap". Because the project makes no income in this infancy stage, its the only reason I'm seeking cheap stuff. I will upgrade to better links if I have success.

I'm looking for some offers less than $15 (preferrably $12 or $10 per year) within the vicinity of the following regions:

India or environs (any area),
Australia (any area),
Africa (any area),
Russia (any area)

VPS will be running JAVA. I know for sure that the application runs on 512MB RAM vps. Willing to take 256MB vps servers if the app will run on it and to keep price down.

RAM: 256MB or more

Network: 1 IPv4 @ 100mbit would be nice but 1GB would be perfect but not required

HDD: No specific requirement (5GB should be enough - 10GB more than acceptable but would sacrifice storage to get 512MB RAM)

CPU: At the point it doesn't matter but just in case 2 vcpus should be adequate but willing to take even its just 1 vcpu.

Basically impossible for that price. If you can get away with NAT instead of a dedicated IPv4 these could work:

Thanks really appreciate it, understood, going to have a look at this, NAT is a bummer because I need a specific port open. If you know any that can offer ipv4 for a higher price than my specs within whatever is considered reasonable, please let me know, thanks again!

Russia? Maybe.

India? Unlikely.

Australia? Doubt it.

Africa? Impossible.

I'm modifying the app to handle NAT, unfortunately i-83.net resource bundles are out of stock, this would have surely worked for me

Leapswitch for India, Vstoike for RU (but SPB, not Moscow) - both above your price range but near cheapest
