If you need a provider that outrageously ignores all DMCA, then you can't go wrong with Ecatel. Blazingfast does comply with DMCA if it is from a valid source. (eg. mediasentry)
Alternatively you could buy from https://www.xsltel.com/ which is run from Iraq by an Iraqi company. They resell DMCA resistant evoswitch colocated servers for above normal price. (Expensive but best peering out there)

The usual warning: "ignores DMCA" is meaningless. The DMCA is a US law, and DMCA complaints have no legal significance in and of themselves, outside of the US.
Abuse notices, however, do.
What you are looking for is a provider that ignores abusemail - at least for copyright infringement and such. In many (all?) EU countries, including the Netherlands (where Ecatel is located), there are no formatting requirements for such notices. This means that even a one-line e-mail along the lines of ...
... is a completely valid complaint that the provider must act upon in some way.
I am aware that Ecatel is... flexible... in how they deal with abusemail, but this is not because of where they are located (the Netherlands) or because of anything to do with the DMCA. It's because providers like Ecatel just don't care about anything that doesn't get them shut down or cut off from their upstreams, or even about some things that do.
TL;DR: You want a provider that ignores copyright infringement complaints, not a "provider that ignores DMCA". And don't be surprised if they suddenly vanish, constantly go down, or hand your shit to the feds.

DMCA is USA law, but they can always hire lawyers in europe and they will need to care of the complaints.

I've already explained that above. It doesn't matter whether it says "DMCA", it's still a copyright infringement notice, and you are required to follow up on it regardless of what country it comes from.
@cociu I am curious , that did you ever got any serious DMCA complain/issue , which you handled ?

forgot to mention , who dont beleve what i am afirmed here , some clients from LET can confirm if hi/she wants (have many with dmca problems) if in any moment i have close any service for dmca. Now i have many who is confunding dmca with spam , clildren porn , etc etc , this is definetly prohibided. Also we are in LET from 2014 and in business from 2007 and no problem until now and always we have offered free dmca

I know one company in Lithuania, they tried to do the same... Some laws was changed by government.. and they stopped this after some raids and some lawsuits. So it is a good question when it will be the last day.

@cociu do not forget the laws exist in Romania, the DIICOT(Police) is slow, but one day, they will visit you (maybe), the DMCA is simple, ignore the reports, but one day, some one will sue you, and will ask you for legal issues, which you cannot handle, it may not happen in a year or 10, but when it does, it will do
, and you will have to pay for all those years you toke DMCA as a joke.
