Yea, that comes with a few hundred million customers....

China internal works fine most of the time (yes the major routes - along highways and train tracks - are having congestion at times but far less than int) and outside is either manipulated (would be new, Iran does that but China not known for it, traffic shaping essentially) or a simple capacity issue (50mil people online requesting 64kbit BW from foreign = 3200Gbit or 3.2Tbit, a normal full submarine cable has 1-5Tbit at around 50 waves @ 100G or OC-768/40G).

Any network that has a closed peering policy should be rejected as upstream imho, that means pretty much all so called Tier 1.

Also one major timezone for most users, "daytime" in Ürümqi there is obv less congestion than 20:00 Beijing time....

Not sure what everyone thinks, Nx100mil+ users on 2/3/4 (depending on definition) state ISPs and like 10 sea/terrestrial cables at ~5Tbit each are simply a very real hardware congestion point.

ZTE/Huawei are not for no reason majorly pushing 200G+ standards on fiber....
