You'll have to add all IPv4 / IPv6 addresses under the admin account first. Once that's done you can assign the IP(s) do a specific reseller.
The reseller can afterwards configure the IP as a shared one, or you can use them as "owned ip" where one IP is assigned to a specific user. When setting the ip to "shared" the reseller can use it for multiple user accounts. :-)
Overall quite easy to setup.
