Hello I need them specs ^ or similar with windows 7 and hosted in the UK, but for cheaper. Looking to spend around 20-30gbp

Windows 7 cannot be used on a VPS, no matter the license. Check Microsoft's T&C's
as above ^ you cannot use it on VPS
