How To Limit Number Of Login Session?

Hello, I'm looking for help to limit max number of ssh login per user (same user). I've tried to add an entry in /etc/security/limits.conf

somebody hard maxlogins 2
blabla hard maxlogins 4

But it doesn't work if client login to ssh using bitvise (Windows)only work if client using putty or linux terminal or using openvpn (pam auth).
