How does the fair share cpu usage work?, does the 1/4 CPU mean it can burst to a full core so long as its not 24/7?

It's weight based so assuming the node isn't maxed out you can use more than the 1/4 you're allocated. Once the nodes topped out (rare) you will automatically get limited within your paid allotment.

Curious, do you happen to have details of the implementation for this? I was looking at QEMU and saw that there was some kind of dynamic/demand-based weighting (which is apparently used for migrations), but couldn't figure out how to use or configure it. QEMU docs are a bit shit...
