I do believe that their storage VMs for backup purpose and do have the I/O limitation.

Where are you need servers? In US, EU, etc?
Storage vps is not for that purposes. Limited I/O, limited cpu power, plenty of space for backups.
You need a more powerful vps to do that job. Or, a second scenario would be to grab a backup vps with big space to store your vods there, and a second vps that will handle the streamer (with re encoding and all stuff).
What server / method will you install there? Maybe a Plex installation? Nginx rtmp?
