Only swiss host I've used has been exoscale.ch and they're not really 'budget', but the service is quite good.

I don't want to ruin the show, but the Swiss gov spies on most happening there and as foreigner you have no protection/recourse against that either - Like with hosting in China or Russia you just trade "partner".

Agreed. FWIW in a couple of days the Swiss will vote for or against the weakening of their privacy laws with further snooping of the secret service. Assuming that the majority of voters is rather, uhm, conservative, you can assume the new law to be accepted:
