and some restrictions on HDD as its backup purporse VPS and nothing more.

Do you need a storage server or a normally configured server with a lot of storage? Storage servers typically skimp on the memory and CPU resources in order to provide a maximum of disk space at a minimal cost. However, if you want to run cPanel on it, that implies you want to use the server for more than just storage purposes.
