Point 4 - made me think.
I get it, if i spam from that ip, and that ip gets blacklisted,etc.
But cannot understand how can ripe or this pranger regulate and strictly forbid what i would do if i rent those ips.

What if a Customer spam with the IPs that you lease? (Hosting or VPS)
You take care of it to protect your IP reputation. Same as if the IPs belong to you.
I mean, a customer buys a VPS or Dedi with 5 IPs, spam like crazy, your IPs in SBL - DNSBL - Blacklist. Terminate account, report fraud, but your IPs still in BL, what you do?.
Just to clear things up....The RIR groups like ARIN, RIPE, APNIC, AFRINIC, etc, don't care if you're a spammer or not, they just care that the resources are used properly and that you follow their guidelines. If you legitimately get your hands on some legacy space then you don't answer to any of them.
If the RIR's did care about if you were spam friend or not then this site wouldn't be around anymore.
With that being said, prager want their IP addresses kept clean because the reputation you get on your block can and will affect other blocks that they own. If Prager gets a reputation of leasing to spammy companies then they get added to the growing list of ISP's that you should just ACL all traffic from.
Remember, it's their IP space, they have complete and absolute say of the rules they will enforce on that IP space.
If you don't like those rules then you can go deal with getting IP space from one of the RIR's yourself at a much higher cost.

I can do this for $66.66/month if youre interested
Terminate, fraudrecord, remove blacklist and think how it can be prevented for next time. If you make it clear to whoever you are renting IP's from that you will be hosting customers that may do stupid stuff, they will understand if a few IP's get blacklisted - as long as it's sorted quickly.
For VPS hosting stuff like nodewatch helps!
