Looking for a vps with 2GB + 2 vCpu + 20Gb storage on US East Coast

I'm new here, so feel free to point out if i am doing this wrong. I am looking for a VPS on US East coast (NY preferably, but not mandatory). Specs should be al least:
- 2GB RAM
- 2vCPU (can be reduced to only or dedicated share if it is really cheap)
- 20GB storage or more
- Fast networking (low delay, not necessarily high bandwidth, so limited transfer with high speeds are prefered).
This will host a full node for DECRED cryptocurrency, so usage profile will be of burst of processor use and disk writes at 5 minutes intervals (on average). Low network delay is needed in order for blocks to be received, validated and retransmitted as fast as possible.
This is a voting only node, (check decred docs for what it means), so no money will be held there, nor will it use processor time for mining. There is no extra security requirement.
There will be no mining operation, so no worries about disturbing other users cpu usage. This is not gonna happen.
