Maybe you can use mxroute . Though you will get cPanel account , but not VPS .

@nocker you can try digital ocean, their IP is clean. if for any reason your ip blacklisted, change ip very easy..
If the only thing you need is cPanel, take reseller hosting providers into consideration? Some of them have been in the industry for quite a long time, trustable and reliable, and you don't have to maintain the servers yourself either.
