Why Chinese people like to establish the site in other countries
I come from China, my English language is not well, I provide some cheap VPS information to the Chinese people.
In China, building web site is very difficult, because the domain name need to submit information to the government and audit, need to spend a long time. in china web site space is very expensive. So many Chinese people like to establish the site in other countries

Yea, as company it is pretty easy, you just need a local Chinese "Joint Venture" (which in reality means you pay a guy in Chengdu 20$ / mo to use him as second director for the company and use his address/phone) - Filling the forms in Chinese is much more annoying though.
There is a great book about Chinese food in America called The Fortune Cookie Chronicles, by Jennifer 8. Lee. That's right, her middle initial is "8." It is a very informative and entertaining read. I highly recommend it.

Since cloud computing is all the rage, so where your vps is physically located shouldn't really matter, right? Just get the cheap and reliable vps from the reputable providers here.
Actually, I am an individual in China myself, I used to have an ISP license back to 2006, then I moved my site to US for a better cost and never used any hosting or domain related services in China again. Just don't like to deal with government ;P
I think 備案 is one of the most amazing things in China.

I wish I understood more about Chinese politics and mainstream perception of politics amongst the Chinese population but all my friends from China treat it as a very sore subject.
In fact, China does not everyone want to so bad.
