Need Reliable Chicago / Michigan Yearly 2GB/50GB SSD VPS

I'm looking for a good Need Reliable 2GB/50GB SSD VPS at Chicago or Michigan.
Budget $50 - $100 /Yearly
Will pay monthly for first quarter and if satisfied will pay Yearly upfront. Prefer KVM but if performance is guranteed i don't mind OVZ.
The apps hosted are for Local East Michigan side so need lowest latency to Ann Arbor & Detroit areas. Apps are not demanding... very nominal on RAM/CPU/BW but need good uptime and reliable low latency network
Liquid Web has DC in Lansing, MI but the costs are substantially high. Any other services you can point out ?

I believe you can check mnx.io as for Chicago.
Keep in mind that routing isn't a geographical construct. Physical proximity does not necessarily mean low latency.
