Proxmox assign just one IP to the Windows VM, with no ability to have the others

I can have network working on Windows, but you assign the IP/DNS manually. It works great, but problem is, I can easily change the IP to another one from the subnet and it will work again with the new IP.

Any way to make the other IPs of the subnet not work, since I plan to have users for the VMs?

Maybe a way to have a virtual MAC for each IP, and assign that to the VM via proxmox?
