Google Apps for Education the first limit is 10K of users with unlimited storage (gmail, drive etc.). We can ask to increase the limit indeed but impossible we need more than that. https://support.google.com/a/answer/1625803?hl=en
I'd be happy with a tiny EDU account for that sweet unlimited Drive storage. Plenty of people selling user accounts on their domains, but no way in hell am I trusting a stranger with that.
