SpartanHost offers 256MB/100GB KVM VPS for $20/y in Dallas, though my experience was not very good with them, however it was about 1.5 years ago.
DrServer has similar $20/y Xen VPS in DA. By the way, your SSL is expired guys @Radi @Brad.
As for OVZ, PieLayer has 512MB/100GB VPS in US/DE for $15/y, I've never personally used them though.
To be fair $27/y isn't quite similar price tag, though it's 256MB on board. Meanwhile RamNoda's 256MB CVZ is $29/y and it comes with 120GB disk.
