May be you can take a look at OnraHost. They had some promotions with WHMCS included
WHMCS itself is your entire budget... (if) WHMCS was like $10, the host would only have $1-2 to put towards hosting costs, and etcetera.

Your best bet is probably with BuyShared paid yearly. I'm not sure than @Francisco gives out WHMCS licenses with reseller plans though.

WHMCS is on the menu, i've just not finished getting things setup for it to automate the licensing
We'll likely offer WHMCS at $8.00/month and just eat the cost until we get ourselves into the 100+ license bracket.

@Francisco didn't WHMCS stop working with resellers? I remember some drama with licensepal some time ago... Do they still have these discounts for resellers?
They have pricing tiers down to 7.20/month for selling but they need to be sold with a service and on your on network, no external.

We're planning to offer WHMCS at less price with our reseller plan but reseller model of WHMCS is look like strict for beginners and best for company who have a 100+ license.
