The more countries datacenter is the better .Windows OS required.
Vultr seems to have quite a few locations and allows Windows, as well as custom ISOs.

OP has a Twitter/Facebook/Instagram bot service. Would be a good way for your clean IPs to end up on a blacklist.
Vultr is probably your best choice.

I don't think you'll find a host not showing that... since its a virtual CPU at the end of the day. Its called a VPS for a reason.
