No, I mean Tier 2 is more flexible, has more peering and takes care of it's downstreams - thats what Tier 1 in a few cases just ignore. As an example, a downstream which has only Tier 1 connectivity will never have a great network quality to access providers - therefore you need Tier 2 connectivity or direct PNI's to these access providers (especially DTAG or Liberty Global to name only two).
Just Google "Init7 Telekom" and read the first five results. Than you will know the reason why it is better to have Tier 2 connectivity instead of Tier 1 while running a small network (not in that scale like OVH does it).
