@AshleyUk might have some their $7 1TB Hetzner OVZ VPS in stock, not sure on 1Gbps though. They also offer 3GB/200GB KVM in DE 23Media for $8.6/m, I assume it might be customized to meet your preferences well.
Prometeus KVM storage pool is available in RO and NL.

This is not a vps at all :-) just a storage box. I know what OP did wrote. But probably didn't meant it...

10 concurrent connections is a problem for me.
Sorry I forgot to mention you can always buy a CX10 VPS from Hetzner, SMBFS mount the Storage Box and share it by whatever you want.

@cociu has a 500G ovz box for 6-7 euros IIRC.
Network is decent for the price(250M-350Mbit) .
Be sure to mention the bandwidth cap(2TB should not be a problem i think)
